The situation between Chile and Bolivia regarding access to the sea has deep historical roots and is quite complex. The dispute began after the War of the Pacific (1879-1884), in which Bolivia and Peru fought against Chile. Before the war, Bolivia had a coast on the Pacific Ocean. Still, after the conflict, in which Chile was victorious, Bolivia lost this territory and was left without direct access to the sea.
Chileans have refused for years to even talk about the issue, regardless of the benefits for the country in the short, medium, and long term.
This brief aimed to change popular opinion and convince Chileans to give Bolivia an outlet to the sea.
